Closed (sort of)
TEOM as you know it has been closed. I will keep it up for reference but it no longer will receive tutorial updates.

Create a new image.
» Settings: any size you wish, 72 dpi, background color = transparent, image type = 16.7 million colors.
The following screenshots will show you the vector shapes you’ll be creating for the flower, the layers and fill color.
I created the shapes using the Draw tool.
» Settings: point to point line, close path + antialias + create as vector = checked.
Note that you’ll be creating only vector layers for the time being. I strongly recommend that you name each layer using the numbers suggested.
The stroke color must be set to null for all vector shapes.
Layer 0.
» Color: #1C4109.

Layer 1.
» Color: #F2FEF9.

Layer 2.
» Color: #D4E8C4.


Layer 3.
» Color: #C3D2AA.

Layer 4.
» Color: #A9C286.

Layer 5.
» Color: #EBAB31.

Delete the default raster layer created by PSP (Layer1).
From here on it is basically converting the layers to raster and using the Retouch tool.
Make Layer 0 active and convert it to raster.
With the Retouch tool, lighten up the left part of the shape.
» Settings: dodge, shape = round, size = 50, hardness = 0, opacity = 10, step = 25, density = 100.
Then change the brush size to 1 and the opacity to 15. Make a line at the middle part of the shape, following the left edge’s angle.
Note: if you click at the start point, release, move the mouse over to the end point and hold the Shift key while clicking a line will be created automatically.
Change the Retouch tool mode to Burn and, using the same initial settings for the Dodge mode, darken the right area just a little bit.

Make Layer 1 active and convert it to raster.
Set the Retouch tool to Lightness Up and use the brush on the edges.
» Settings: shape = round, size = 100, opacity = 50, step = 25, density = 100.
Then change the mode to Hue To Target. Use the same settings as above and change the opacity to 100.
Use the brush on the middle area and slightly over the areas where you used the Lightness Up mode.
Change the mode to Dodge, size to 50 and opacity to 100, and use it on the edges (only on the edges).
Change the mode to Darken RGB, size to 120 and opacity to 100, and use it on the middle, being careful to not erase all the work you’ve done there with the Hue To Target mode.
Change the brush size to 25 and opacity to 50 and use it slightly on the right edge.
Change the brush size to 15 and the opacity to 10 and create a few curved lines going from the middle towards the top.
Then change the size to 5 and lower the opacity to 7 and make several other lines. Also make a few lines going from the edges to the middle.
So far this is how it should look:

Make Layer 2 active and convert it to raster.
With the Retouch tool set to Darken RGB, size = 100 and opacity = 50, start darkening the middle areas of the shapes.
With the mode set to Burn, size = 100 and opacity = 5, darken just the bottom area of the top shape and the left of the right shape.
Change the mode to Saturation Down, size = 100 and opacity = 10, and use it on the lighter edges.
Change the mode to Smudge and smudge the top edges in a way that follows the lines created before.
» Settings: size = 50, opacity = 50, step = 1, density = 50.
Change the opacity to 10 and smudge a little bit more.

Make Layer 3 active and convert it to raster.
With the Retouch tool set to Dodge, size = 100 and opacity = 5, lighten up the middle area of the shape.
Change the mode to Burn and darken the top and bottom areas a bit. Size = 100 and opacity = 25.
Change the mode to Darken RGB, size = 100 and opacity = 50, and use it all over the shape (slightly) except on the right edge.
Change the mode to Saturation Down, size = 100 and opacity = 25, and use it on the top area.
Change the mode to Hue Down, size = 100 and opacity = 50, and click once on the bottom-middle area.

Make Layer 4 active and convert it to raster.
Follow the same steps used on Layer 3.

Make Layer 5 active and convert it to raster.
With the Retouch tool set to Dodge, click once on top of the shape.
» Settings: size = 100, opacity = 10, density = 50.
Change the mode to Lighten RGB, size = 50, opacity = 50 and density = 100, and use it on the top left and on the bottom right areas.
Change the mode to Burn, size = 100 and opacity = 50, and use it on the middle area.
You can use a little bit of Darken RGB on the bottom area as well.

Now all you have to do is take a good look at the image you have so far and make any necessary adjustments.
