TEOM as you know it has been closed. I will keep it up for reference but it no longer will receive tutorial updates.

Celtic Background

Open your image.
Press Shift + D to duplicate it and close the original.

Resize the image to 200×200 pixels.
» Settings: pixel resize, resize all layers + maintain aspect ration = checked.

Apply the Brush Strokes effect, using the Water Color preset.

Apply Lattice Composer from Redfield.
» Settings:

Note: I’m using v1.13 of this plug-in.

Now apply Blintz and Pizza Slice Mirror from Simple Filters and your background is ready.
