TEOM as you know it has been closed. I will keep it up for reference but it no longer will receive tutorial updates.

Creating Whiskers
Create a new image.
» Settings: any size you wish, 72 dpi, background color = transparent, image type = 16.7 million colors.
Set the foreground/stroke color to black.
With the Draw tool, create an horizontal line.
» Settings: type = single line, width = 2, line style = #1 solid, antialias = checked, create as vector & close path unchecked.
With the Selection tool, make a selection as shown below:
» Settings: selection type = rectangle, feather = 0, antialias = checked.

Go to Effects » Geometric Effects » Wind.
» Settings: strength = 20, from left = checked.
The basic look of the whisker is already set. Now all you have to do is add a little bit of movement to it.
The Geometric Effects are the easiest choice for doing this. My favorite effects in this case are Twirl and Warp.
The following result was achieved by applying a -25 degree Twirl.

Note: this effect works best when done one whisker at a time. In order to avoid having to create layers and more layers of whiskers, make at least 3 variations and export them as a Picture Tube (all 3 in one file).
