TEOM as you know it has been closed. I will keep it up for reference but it no longer will receive tutorial updates.

Create a new image.
» Settings: any size you wish, 72 dpi, background color = black, image type = 16.7 million colors.
Set the foreground to null and background color to bright blue.
Add a new vector layer.
Enter your text with create as vector and antialias checked, kerning = 100.
A good font for this tutorial is Garamond, but of course you can change it to any other font.
Note: if you choose a script/calligraphic font change the kerning to 0.
Right-click on your text with the Object Selector tool and on the pop-up menu choose Align – Center in Canvas.
Duplicate this layer.
Click on the duplicate text with the Object Selector tool and choose Edit Text on the pop-up menu.
Change the background to white (on the text options box).
Go back to the blue text layer and convert it to raster.
Use the effect Motion Blur 3 times (press Ctrl + Y after the first time to repeat it).
» Settings: direction = 0, intensity = 40.
Go to the white text layer, right-click with the Object Selector tool on the text and choose Create Raster Selection from the pop-up menu.
Keep selected and convert this layer to raster.
Go to Selections – Modify – Contract by 1.
Apply a Drop Shadow effect.
» Settings: vertical = 1, horizontal = -1, opacity = 75, blur = 1, color = the same bright blue as the text.
Deselect.
