TEOM as you know it has been closed. I will keep it up for reference but it no longer will receive tutorial updates.

Create a new image.
» Settings: any size you wish, 72 dpi, background color = black, image type = 16.7 million colors.
Add a new raster layer and Flood Fill it with black. Rename this layer to uclouds.
Note: in order to use the Ulead Particle plug-in you must have a filled canvas or selection.
Load the Ulead Particle plug-in and choose the Clouds effect.
Change the default settings to something similar to the ones I used, plus use the Random button a few times until you get a nice formation.

With the Selection tool, make a circle starting at 200,200 and drag the mouse cursor to 300,300.
Note: look at the coordinates on the bottom left corner.
Go to Selections – Modify – Feather or hit Ctrl + H and set it to 15 pixels.
Invert this selection and hit delete.
Deselect.
Go to Effects – Geometric Effects – Twirl.
» Settings: 250 degrees.
Click on the Deformation tool.
You will be creating the following shape for the galaxy:

To do such thing with the Deformation tool first click on the bottom center handle and drag it a little bit to the top; then expand the ellipse by using the left center and right center handle; then right-click and drag the bottom corner handles to enlarge the entire ellipse; and finally click on the middle handle (the one to the right) to rotate the ellipse a bit.
Add a new raster layer and name it mcloud.
Set the foreground color to black and the background color to light blue.
Load MuRa’s Cloud plug-in.
Click on the Reset Colors button and click OK.
Change this layer’s blend mode to Dodge and lower the opacity a bit.
Add a new raster layer and name it particles.
Flood Fill this layer with black.
Load the Ulead Particle plug-in and select the Snow effect.
Change the size to 8 and apply it.
Again load the Ulead Particle plug-in and choose the Sparkles effect.
» Settings:

Add a new raster layer and name it mcloud2.
Change the background color to dark blue.
Load MuRa’s Cloud plug-in and click on the Reset Colors button.
Apply it.
Change this layer’s blend mode to Overlay and your galaxy is ready.
