TEOM as you know it has been closed. I will keep it up for reference but it no longer will receive tutorial updates.

Ghost

Open the photos you are going to be working with. Duplicate each one of them and close the original.
Make the photo containing the “ghost” active.

There are several ways of cutting out a person out of a photo, from simple selections to masks and special plug-ins.
The worst part is to select the hair, but since part of it will be faded there’s no need to worry about making a perfect selection.
The method that I’m using is the vector selection.

Once you’ve selected the person, copy and paste it as a new layer on the photo containing the background (such as a building).

Use the Deformation tool to make any adjustments on the ghost (size, position, etc.).

Duplicate the ghost layer.

Go back to the previous layer and apply a Gaussian Blur effect.
» Settings: radius = 8.

Change this layer’s blend mode to Dodge and lower the opacity a bit.

Make the copy layer active, change its blend mode to Screen and lower the opacity to 45.

Duplicate the copy layer, change the blend mode to Overlay and increase the opacity to 100.
Go to Colors – Colorize and set the saturation to 0.
Apply a Gaussian Blur effect.
» Settings: radius = 5.

Note: depending on the effect you want to give to your ghost, try combining other blend modes and applying other effects to the image, such as sparkles.
