TEOM as you know it has been closed. I will keep it up for reference but it no longer will receive tutorial updates.

Glow Effect

Create a new image.
» Settings: any size you wish, 72 dpi, background color = black, image type = 16.7 million colors.

Note: you can add the glow to anything you wish, from a very simple Preset Shape (or even a dot you make with the Paint Brush) to the most complex Picture Tube.
For this example I’ll be using one of my tubes.

Place the tube on a new raster layer.

Click on the menu Selections and choose the following: Select All / Float / Modify – Expand by 5 / Modify – Feather by 40.

Add a new raster layer and Flood Fill the selection with white.
On the Layer Palette, change this layer’s blend mode to Hard Light.

Add a new raster layer and Flood Fill the selection with any color you wish for the glow.
Change this layer’s blend mode to Overlay and deselect.

Go back to the layer with the white area and apply a Gaussian Blur effect.
» Settings: radius = 5.
