TEOM as you know it has been closed. I will keep it up for reference but it no longer will receive tutorial updates.
There are plans for a completely new site. If you'd like to be notified once the other site is up, simply subscribe to my mailing list.

Create a new image.
» Settings: 250×250 pixels, 72 dpi, background color = black, image type = 16.7 million colors.
Load the Ulead Particle plug-in and use the Snow Effect.
» Settings: keep all the default settings except for the size – increase it to 30.
Apply.
You’ll still be using the plug-in, however you’ll be changing the colors and using the Random button to modify the positioning of the particles.
» Colors: dark red, light grey, dark grey, dark turquoise (low opacity) and black (low opacity).
Apply them as many times as you wish.
When finished, add a new raster layer and Flood Fill it with black.
Go to Effects – Noise – Add.
» Settings: noise = 50%, random = checked.
Press Shift + L or go to Colors – Colorize and set the saturation to 0.
Change this layer’s blend mode to Dodge.
Merge all layers and apply Quick Tile from Simple Filters.
