TEOM as you know it has been closed. I will keep it up for reference but it no longer will receive tutorial updates.

The “manual” way…

The texture.

Create a new image.
» Settings: 5×5 pixels, 72 dpi, background color = transparent, image type = 16.7 million colors.
Zoom in the maximum you can so that you can easily work pixel by pixel.

Set the foreground color to black.

With the Paint Brush tool, make a simple pattern: can be a cross, a square, a diamond, etc.
» Settings: shape = square, size = 1, opacity = 100.

The photo.

Open your photo. Hit Shift + D to duplicate it. Close the original.

Duplicate the background layer.

Go to Effects – Blur – Gaussian Blur.
» Settings: radius = 5.

Change this layer’s blend mode to Screen.

Add a new raster layer.

Set the foreground to pattern. Set the “tiny texture” as the pattern.
» Settings: scale = 100%, angle = 0.

Change the layer’s blend mode to Overlay.

Quite simple, isn’t it?
