TEOM as you know it has been closed. I will keep it up for reference but it no longer will receive tutorial updates.

There are plans for a completely new site. If you'd like to be notified once the other site is up, simply subscribe to my mailing list.

Liquid Background

Open your image.
Press Shift + D to duplicate it and close the original.

Resize the image to 200×200 pixels.
» Settings: pixel resize, resize all layers + maintain aspect ration = checked.

Apply Liquid You Too from Kang’s #3, using the default settings.

Then apply Tiler from DSBFlux.
» Settings: width = 100, height = 15, y + x = 0.

Last, apply Quick Tile from Simple Filters and your background is ready.
