TEOM as you know it has been closed. I will keep it up for reference but it no longer will receive tutorial updates.

Outlining Small Text
PSP’s option to create outlines doesn’t work very well when dealing with small text, specially with pixel fonts, because it creates the outline on both inside and outside edges of the font, which ruins any detail one would like to preserve.
One of the ways that I’ve found for dealing with this problem is using selections, which is explained below.
Create a new image.
» Settings: any size you wish, 72 dpi, background color = transparent, image type = 16.7 million colors.
Set the foreground to null and background to any color you wish.
Note: the colors really don’t matter now since you’ll be selecting them later, but it is important to turn off the foreground otherwise the fonts will come out a little bit blurry.
Enter your text with the Text tool.
» Settings: any font & size you wish (I’m using Arial 8pt bold), selection = checked, antialias = checked.
Move the selection if you wish.
Note: to move an empty selection use the Mover tool, right-click with your mouse inside the selection marquee and drag.
Save this selection to an Alpha Channel.
Go to Selections – Modify – Expand.
» Settings: 2px works well with small fonts, but you can use as much as you wish.
Flood Fill the selection with the color you want for the outline.
Load the selection from the Alpha Channel and Flood Fill it with another color.
Deselect.
