TEOM as you know it has been closed. I will keep it up for reference but it no longer will receive tutorial updates.

Required download » Eye Candy 3 or Eye Candy 4000
Note: for this tutorial I used the free version of Eye Candy 3 which is no longer distributed. You can still get similar results by using Eye Candy 4000 though.
Create a new image.
» Settings: any size you wish, 72 dpi, background color = transparent, image type = 16.7 million colors.
Set the foreground to null and background to a solid color.
Rename Layer 1 to Text.
Create your text in the middle of the canvas.
» Settings: floating + antialias = checked.
Deselect the text after placing it on the canvas.
Duplicate the Text layer.
Make the previous layer, Text, active.
Apply Motion Trail, from EyeCandy 3.
» Settings: length = 32 pixels, opacity = 49 %, direction = 133°, just smear edges checked.
Then apply Jiggle, also from EyeCandy 3.
» Settings: bubble size = 90 pixels, warp amount = 48, twist = 79°, movement type = brownian motion.
Make the Copy of Text layer active.
Apply a Drop Shadow effect.
» Settings: vertical + horizontal = 1, opacity = 40, blur = 3, color = black.
Change this layer’s blend mode to Multiply or Luminance.
Now you can either add another layer for adding the background color or merge all layers which will automatically create a white background.
