TEOM as you know it has been closed. I will keep it up for reference but it no longer will receive tutorial updates.

Open your image, press Shift + D to duplicate it and close the original.

Duplicate the background layer by going to Layers – Duplicate.

Apply a Gaussian Blur effect.
» Settings: radius = between 15 and 25.
Change this layer’s blend mode to Overlay.

Optional: duplicate the blurred layer and change it’s blend mode to Hard Light.

Go back to the background layer and apply a Gaussian Blur effect.
» Settings: radius = 0,5.
