TEOM as you know it has been closed. I will keep it up for reference but it no longer will receive tutorial updates.

Create a new image.
» Settings: 25×25 pixels, 72 dpi, background color = transparent, image type = 16.7 million colors.
Set the foreground to null and background color to black.
With the Preset Shapes tool, create a 20×20 pixels circle.
» Settings: ellipse, retain style + create as vector = unchecked, antialias = checked.
Note 1: To make a circle using the Preset Shapes tool simply hold down the Shift key when using the Ellipse shape.
Note 2: Look at the coordinates located on the bottom left corner of your workspace to see the circle’s size while creating it.
Double-click on the Crop tool.
» Settings: select opaque area – current layer = checked.
Press Shift + R to perform the crop.
Go to File – Export – Picture Tube.
» Settings: cells across + cells down = 1, placement mode = continuous, selection mode = random, step = 200, name = circle.
Close this image.
Create a new image.
» Settings: any size you wish, 72 dpi, background color = transparent, image type = 16.7 million colors.
Change the background color to white or light beige.
With the Preset Shapes tool create a rectangle (any size you wish, it all depends on your own stamp).
» Settings: rectangle, retain style + create as vector = unchecked, antialias = checked.
Add a new raster layer.
Depending on the size of your rectangle, you’ll have to adjust your tube settings. I’ll be using scale = 75 and step = 30.
What you’ll be doing now is quite simple: using a Precise Cursor (you can change it on the Tool Options palette on the last tab), set the middle point of the cursor on one of the corners of the rectangle and click once.
Hold the Shift key and click on each of the remaining corners following the rectangle and then click again on the first corner to close the lines.
In case you got confused with the explanation above, this is what your image should look like:


Note 3: It is very important that you don’t forget to hold the Shift key, otherwise you’ll only get one tube on each of the corners instead of tube lines.
Go to Selections – All – Float – Defloat.
Hide the tube layer and make the rectangle layer active.
Hit delete and deselect.
Now that you’ve got the main stamp shape ready, add a photo to it.
Open your photo, hit Ctrl + C to copy and close it.
Go back to the Stamp image and hit Ctrl + L to place the photo on a new layer.
Modify the size using the Deformation tool.
Go to Selections – All – Float – Defloat.
Add a new raster layer and fill the selection with black.
Keep selected.
Go to Selections – Modify – Contract by 1.
Hit delete and deselect.
Add a new raster layer and insert your text.

Note 4: Drop Shadow settings (basic shape) » vertical + horizontal = 1, opacity = 50, blur = 2, color = black.
