TEOM as you know it has been closed. I will keep it up for reference but it no longer will receive tutorial updates.

Create a new image.
» Settings: any size you wish (large enough for you to enter the desired text), 72 dpi, background color = transparent, image type = 16.7 million colors.
Set the foreground to null and background color to black.
Enter your text.
» Basic settings: vector = checked, antialias = unchecked.
» My font settings: Courier New, size = 8, kerning = 5, leading = -5, bold = checked.
To make it easier, this example will use a combination of “0” and “1” randomly placed over two lines of text. But you can go much further… The key is to have the lines (if more than one is used) with the same width, otherwise you’ll get a blank space when using this image as a pattern.
Once your text is placed on the canvas (you don’t need to worry about the position unless it is off-canvas), double-click on the Crop tool.
» Settings: select opaque area – current layer = checked.
Note: before you perform the crop, place your mouse cursor over the bottom of the crop frame and drag it down a bit, so that you have enough space between the lines when using the pattern (unless that’s exactly what you want). Move the right area a bit as well.
This is what my pattern looks like when zoomed in:

Minimize this image and open your photo. Hit Shift + D to duplicate the photo and close the original.
Go to Layers – Promote to Layer.
Add a new raster layer, Flood Fill it with black and place it under the layer containing the photo. Make the photo layer active and add another raster layer.
Set the foreground to pattern and select the image with the text.
» Settings: scale = 100%, angle = 0.
Flood Fill the new layer with the pattern.
Go to Selections – Select All – Float. Then go to Selections – Modify – Invert.
Make the photo layer active and hit delete (since the text and the background are black everything will turn black, so don’t worry).
Deselect and delete the layer with the text.
