TEOM as you know it has been closed. I will keep it up for reference but it no longer will receive tutorial updates.

Colorful Glowing Balls

Open your image, hit Shift + D and close the original.
Set the foreground color to white and add a new raster layer.
Change the new layer’s blend mode to Lighten.
Select the Paint Brush (B) tool.
» Settings: shape = round, size = 25, hardness = 0, step = 200, density + thickness = 100, rotation = 0, opacity = 100, blend mode = normal, wet look paint = unchecked.
Open the Brush Variance (F11) palette.
» Settings: size = oscillating fade + 5% jitter, fade rate = 250; position ditter = 375 + scale unchecked, impressions per step = 1.
All other settings should be normal and the jitter % = 0.
Add the “white balls” to the image.
Try not to add too many otherwise the original image will be just a background and the glowing balls will become the main scene.
Go to Effects » 3D Effects » Drop Shadow.
» Settings: vertical + horizontal = 0, opacity = 100, blur = 15, color = magenta, shadow on new layer = unchecked.
The “default magenta” that appears on the Recent Colors list (right-click on the color box to make the list appear) works perfectly, and you’ll be able to set different colors to different balls on the next step.
Select the Hue Brush and use the +Default settings.
On the Brush Variance palette, use the following settings:
» size = oscillating fade + 15% jitter, opacity = fade in + 10% jitter, fade rate = 250, position jitter = 250 + scale unchecked, impressions per step = 1.
Again, all other settings = normal and 0% jitter.
Use the brush over the balls to change the colors.

The colors on the second image I added using a gradient (on a new layer) and playing with the blend modes.
