TEOM as you know it has been closed. I will keep it up for reference but it no longer will receive tutorial updates.

Outlining a Selection

In order to create an outline following a selection, first create a new raster layer and make it active.
Assuming that the selection has already been created, go to Selections » Modify » Expand. Set the number of pixels to the width you want the outline to be.
With the Flood Fill Tool fill the selection with the color you want the outline to be.
» Settings: match mode = none, use all layers = unchecked, blend mode & opacity are up to you.
Then go to Selections » Modify » Contract. Enter the same amount of pixels you used before so that the selection goes back to the original size.
Hit the delete key to remove the fill from the inside part and the outline is ready.
Edit: April 05, 2006 » In case you are working with a very complex selection, specially one using lots of sharp corners, you might want to save the original to an Alpha Channel, follow the above process but, instead of contracting the expanded selection, load the original back from the Alpha Channel. This prevents PSP from modifying tiny bits of the selection when contracting it.
