TEOM as you know it has been closed. I will keep it up for reference but it no longer will receive tutorial updates.

Turning Off the Splash Screen
I don’t mind splash screens, in fact they can be a great background for you to see what is being loaded by the program and, if there is a problem during the process, you can spot it right there.
But a splash screen that stays on top of everything else, making you have to stop any work until the program loads isn’t all that great – and Paint Shop Pro’s splash screen does that!
In order to turn off the splash screen go to File » Preferences » General Program Preferences » Miscellaneous and uncheck “Show splash screen when application starts”.

The next time you start Paint Shop Pro the settings should take effect.
