TEOM as you know it has been closed. I will keep it up for reference but it no longer will receive tutorial updates.

Scanlines

This is a simple technique for adding scanlines to your divs which can be nicely mixed up with your document’s body background (works better over a photo or other detailed artwork).

First of all, open your image editor and create a 1 × 2 pixels canvas.
With a 1px square brush make a black pixel at the top of the canvas and another one below it using any other color you wish.
Set the other color as transparent and save your transparent GIF.

Now all you have to do is add this simple piece of code to your div’s tag:
